Whenever we get Virtual Console releases, they are always straight ports of the original release. They may have a few advertisements removed due to lapsed deals, but other than that, everything else remains the same.
Someone brought this topic up in a thread over at GAF, and none other than Victor Ireland has commented. As we all know, Mr. Ireland was recently involved in the VC release of Blaster Master. Here’s what Mr. Ireland had to say on the topic of VC releases never being updated.

That way that sentence ends with an ellipses makes me wonder if Mr. Ireland knows something that we don’t. Are we reading too much into the statement, or could we actually see a policy change witwh VC games?
